As I see many games coming out, the ones that look very promising; developers seem to be forgetting about PC power. 

Mass Effect, Call of Duty 3, Starwars: Force Unleased, and Halo 3 are just a few example.
 
Is there a reason (article anywhere) for the PC crowd being left out?

It's about advertising I think. When PCs were less common in the American household, console games were taking off and only getting more popular as time went on. PC gaming has really only been a niche market for as long as it's existed when compared to consoles.  As consoles become more and more PC-like though, it seems like eventually everything will be a PC game. You'll just have console-like peripherals to go with.

This became apparent to me when my friend told me he was playing Everquest Online Adventures (an MMO) on his PS2. He had a USB keyboard that plugged into his Playstation so he could type, but controlled his character with a joypad. Seems like all consoles today are just scaled-down PCs with joypads.

Hard core gamers know that PC games rule and console games just make people stupid. LOL

But really: The big game developers know that console games outsell PC games and from there all you have to do is follow the money.

That being said, even with the smaller market, PC games are here to stay. Speaking of new stuff COD4 for the PC is amazing.

Anyone have any advice on a good brand or model for an 8800GT video card?

That depends.  Are you looking for a cost effective 8800 or a powerful one?  Or both?
 
For a nice comparison, I've dug this site out for you with (almost) all the 8800GTs on the market.

I was going to give the card to my wife who uses a 24" Dell. Of course the native resolution on a 24" is 1920 x 1200 but from what I have read the 512mb of 256bit DDR3 memory is not enough for decent frame rates at that high resolution.
 
So for her I will wait until the prices drop some more on the 8800GTX with the 768mb of 384 bit DDR3 or until the next better card comes out.
 
But I will let you know how the 8800gt does with COD4 at 1280x1024.
