There was a good article about the number and quality of words chosen for important emergency notifications. 
The gist of the article was to choose your words wisely and don't make the message too long. Imprecise wording can lead to panic and confusion rather than awareness and clarity. 
Unfortunately, the article was too long to read all the way through, so I just skimmed it. After all, he made his point completely in the opening paragraph.

If only the author had taken heed to his message of brevity and word choices.
